Job Summary:

Assists with the administration of all aspects of the accounting and general ledger process, which includes performing a broad range of accounting duties to ensure accuracy in financial reporting and maintaining financial records for the Tribal Government investment portfolio and 401K plan. This position also assumes responsibility for assembling, analyzing, classifying, and recording data relevant to the government’s finances, thus ensuring compliance with GAAP and GASB.

  • Reconciliation of trust assets to master custodian and investment consultant records.

  • Record journal entries to record cash movements related to investment portfolio transactions.

  • Process invoices for all consultants and investment managers.

  • Interact with Investment Committee and record official meeting minutes.

  • Prepare annual audit schedules and investment footnote for annual external audit.

  • Create and analyze monthly, quarterly, and annual reports.

  • Works closely with the relevant Finance Department manages and the Independent Investment Consultant to create and maintain the financial and budget modeling for the Tribe’s endowment funds.

  • Performs general reconciliation of accounts as needed.

  • Coordinate special trust withdrawals.

  • Coordinate annual investment elections with minors’ parents.

  • Reconcile distributions against approved requests and trust statements.

  • Coordinate 401k plan accounting and operations with benefits team, plan advisory committee, and outside advisors.

  • Performs a variety of other duties as assigned by supervisor.

Education, Experience, and Licenses:

  • Requires a Bachelor’s Degree in Accounting or Finance, or a directly related field of study OR equivalent combination of education, training and experience.

  • Requires five (5) years of accounting, financial reporting, financial analysis and investment industry experience.

  • Must maintain a valid Oregon driver’s license or obtain one upon hire, qualify for the Tribe’s vehicle insurance, and provide proof of personal vehicle insurance.

Qualifications, Registrations, and Certifications:

  • Excellent analytical skills are required.

  • Duties require considerable judgement to work independent toward general accounting results.

  • Knowledge of Tribe’s accounting system.

  • Knowledge of fiduciary procedures and retirement plan regulations.

  • Familiarity with daily valuation reporting and reconciliation.

  • Must have the ability to manage multiple priorities and complete tasks quickly and accurately.

  • Must have excellent interpersonal skills. 

  • Required knowledge of computers and Microsoft Office applications and automated accounting systems required.

  • Knowledge of and sensitivity to Native American culture required. 

Environmental Factors and Conditions/Physical Requirements:

  • Continually requires the ability to express or receive detailed information or important instructions through oral communication.

  • Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.

  • Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.

  • Occasionally requires lifting of up to 20 pounds.

  • This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.

  • May be called upon to serve as a Disaster Reservist during Emergencies, or when the Tribal Emergency Operations Center is opened.

  • Local travel is occasionally required. Travel outside of the state is infrequently required.
