• The Tribal Council meetings are intended to be safe venues in which Tribal members, community members and guests can share their ideas, thoughts, and concerns. Please  be courteous and respectful to all speakers.
• Official recordings of Council meetings (indicating whether or not they have been edited) will be made available to Grand Ronde Tribal members upon request.  Members  are asked to contact Tribal Council’s Chief of Staff to obtain meeting recording/filming at a cost of $5 each.  Except for official recordings made by the Tribe, no  photos, audio or video recording of Council meetings will be permitted.

New Business:
1. Items of Consent from the Legislative Action Committee
 a. Tribal Home Security Grant Application – resolution
 Date: 05-10-16  Present: 9 of 9  Recommendation: 9 yes
 The Committee recommends the Tribal Council adopt a resolution: 1) ratifying the Tribe’s application, and the e-signatures within this application, to the Department of  Homeland Security for Tribal Homeland Security Grant Program funding; and 2) authorizing the Tribal Council Chairman, or in his absence, the Vice-Chairman to sign all   paper documents required for this funding and the Planning and Grants Manager to sign all on-line
 e-documents for this funding and the grants management of this funding.

 b. Annual (State) Emergency Management Performance Grant Application – resolution
 Date: 05-10-16  Present: 9 of 9  Recommendation: 9 yes
 The Committee recommends the Tribal Council adopt a resolution: 1) approving the Tribe’s application for a $62,500 State of Oregon Emergency Management Performance   Grant; and 2) approving providing the required $62,500 cash match from Tribal funds.

 c. Declaration of Per Capita Period and Payment Date:  June – resolution
 Date: 05-17-16  Present: 8 of 9  Recommendation: 8 yes
 The Committee recommends the Tribal Council adopt a resolution: 1) declaring a Per Capita Period of March 01, 2016 through May 31, 2016; 2) declaring June 10, 2016 as   the Payment Date for purposes of the per capita distribution for the Per Capita Period; and 3) directing the Tribe’s Finance Officer to make the per capita payment for   the Per Capita Period on or before the Payment Date.

 d. Cearley Construction, LLC – resolution
 Date: 05-17-16  Present: 8 of 9  Recommendation: 8 yes
 The Committee recommends the Tribal Council adopt a resolution to approve the construction contract between the Tribe and Cearley Construction, LLC for the construction  of the Grand Ronde Tribal Police Station and authorizes the General Manager to finalize and execute the agreement and other related documents as may be necessary in the  performance of the contract.

2. Legislative Action Committee
 a. National Congress of American Indians Membership Dues - resolution
 Date: 05-17-16  Present: 8 of 9  Recommendation: 6 yes 2 no 0 abstain
 The Committee recommends the Tribal Council adopt a resolution to authorize the Tribal Council Chair to take the necessary action to place the Tribe in Membership in   NCAI at a negotiated amount up to $25,000.

 b. Youth Council Bylaws Amendment – resolution
 Date: 05-17-16  Present: 8 of 9  Recommendation: 7 yes 1 no
 The Committee recommends the Tribal Council adopt a resolution to amend Article V of the Youth Council Bylaws, making the Youth Council open to “enrolled members of the  Confederated Tribes of Grand Ronde, direct descendants of a currently enrolled member of the Confederated Tribes of Grand Ronde, or an enrolled member of another  federally recognized Native American Tribe receiving services directly from the Confederated Tribes of Grand Ronde.

 c. Spirit Mountain Gaming, Inc. Board of Directors Re-Appointment – resolution
 Date: 05-17-16  Present: 8 of 9  Recommendation: 7 yes 0 no 1 abstain
 The Committee recommends the Tribal Council adopt a resolution re-appointing Steven L. Bobb, Sr.  to the Spirit Mountain Gamin, Inc. Board of Directors, with a term set  to expire on June 30, 2019.

 d. Spirit Mountain Gaming, Inc. Board of Directors Re-Appointment – resolution
 Date:  05-17-16  Present:  8 of 9  Recommendation:  7 yes 0 no 1 abstain
 The Committee recommends the Tribal Council adopt a resolution re-appointing Toby McClary to the Spirit Mountain Gamin, Inc. Board of Directors, with a term set to  expire on June 30, 2019.
