• Official recordings of Council meetings (indicating whether or not they have been edited) will be made available to Grand Ronde Tribal members upon request.  Members are asked to contact Tribal Council’s Chief of Staff to obtain meeting recording/filming at a cost of $5 each.  Except for official recordings made by the Tribe, no photos, audio or video recording of Council meetings will be permitted.

1. Items of Consent from the Legislative Action Legislative Action Committee
a. Oregon Health Authority Substance Abuse Prevention and Treatment Block Grant Agreement – resolution
Date: 11-14-17  Present: 7 of 9  Recommendation: 7 yes
The Legislative Action Committee recommends the Tribal Council adopt a resolution approving the 2017-2019 Tribal Grant Agreement between the Tribe and Oregon Health Authority, and authorizing the General Manager or his delegee to execute the agreement and to complete any and all other necessary documentation.

b. Declaration Member Benefit [Timber Revenue] Payment Date & Amount – resolution
Date: 11-14-17  Present: 7 of 9  Recommendation: 7 yes
The Legislative Action Committee recommends the Tribal Council adopt a resolution:  1) declaring a Member Benefit Date of December 11, 2017; 2) directing the Tribe’s Finance Officer to make a Member Benefit Payment in the amount of $520.00; and 3) directing the Tribe’s Finance Officer to make the timber revenue payment on or before the Payment Date.

2. Legislative Action Legislative Action Committee
a. Willamette Falls Locks Commission Appointment(s) – resolution
Date: 11-14-17  Present: 7 of 9  Recommendation: 6 yes** 1 Abstain
The Legislative Action Committee recommends the Tribal Council adopt a resolution:  1) naming Tribal Council Member Jack Giffen, Jr. as the Tribe’s primary representative on the Willamette Falls Locks Commission; and 2) naming Tribal Council Chairwoman Cheryle A. Kennedy as the Tribe’s alternate representative on the Willamette Falls Locks Commission.
 ** Chairwoman Kennedy votes yes on appointing Councilman Jack Giffen, Jr. and abstains on her appointment to Commission.

b. Enrollment Infant Determinations – resolution
Date: 11-14-17  Present: 7 of 9  Recommendation: 7 yes
The Legislative Action Committee recommends the Tribal Council adopt a resolution approving two infants numbered #6489 through #6490 for Tribal membership, because, based on the investigation and recommendation of the Enrollment staff, the infants have been found to meet the eligibility requirements for enrollment as defined in the Tribal Constitution and Enrollment Ordinance.
