• The Tribal Council meetings are intended to be safe venues in which Tribal members, community members and guests can share their ideas, thoughts, and concerns. Please be courteous and respectful to all speakers.
• Official recordings of Council meetings (indicating whether or not they have been edited) will be made available to Grand Ronde Tribal members upon request.  Members are asked to contact Tribal Council’s Chief of Staff to obtain meeting recording/filming at a cost of $5 each.  Except for official recordings made by the Tribe, no photos, audio or video recording of Council meetings will be permitted.

2. Items of Consent from the Legislative Action Legislative Action Committee
a. Name Change and Birth Certification Ordinance Amendments – first reading
Date: 01-23-18  Present: 6 of 9  Recommendation: 6 yes
The Legislative Action Committee recommends the Tribal Council move forward with a first reading of the proposed amendments to the Name Change Ordinance.  The proposed amendments made several changes to the Ordinance including but not limited to removing all provisions related to Birth Certification and updating and clarifying name change provisions.

b. Small Claims Ordinance Amendments – first reading
Date: 01-23-18  Present: 6 of 9  Recommendation: 6 yes
The Legislative Action Committee recommends the Tribal Council move forward with a first reading of the proposed amendments to the Small Claims Ordinance.  The proposed amendments make significant revisions to the Ordinance to update and clarify Ordinance provisions.

c. Oregon Workforce Housing Grant Application – resolution
Date: 01-23-18  Present: 6 of 9  Recommendation: 6 yes
The Legislative Action Committee recommends the Tribal Council adopt a resolution:  1) approving this application for $45,000 in Oregon Workforce Housing Initiative grant funding; and 2) commits to provide $5,000 in matching funds from Tribal Business operations and $10,000 in in-kind staff time.

d. Government Corporations Ordinance Amendment: Final Adoption – resolution

The Legislative Action Committee recommends the Tribal Council adopt a resolution approving the proposed amendment to Section (q) (5) (E) of the Governmental Corporations Ordinance.  The proposed amendment provides that a Director whose term has expired continues to serve until a successor is elected and qualified “except where the articles of incorporation provide otherwise.”


e. Enrollment Ordinance Amendments: Final Adoption – resolution

The Legislative Action Committee recommends the Tribal Council adopt a resolution approving the proposed amendments to the Enrollment Ordinance.  The proposed amendments:  1) allow Tribal members or applicants to view and take notes, in the presence of Enrollment Staff, electronic versions of their entire enrollment file and the enrollment files of lineal ancestors, except adoption, adoption related information and social security numbers; 2) allow Tribal members or applicants to also receive copies of these documents; 3) provide that the Tribal Roll is not subject to the Ordinance’s confidentiality provision; 4) add a provision for issuance of Descendancy Letters or Certificates of Descendancy; g) provide that Tribal Council makes final decisions on loss of membership; and 6)

f. SMGI Construction Loan Payoffs and Permanent Loan Amendment – resolution

The Legislative Action Committee recommends the Tribal Council adopt a resolution to:  (1) approve refinancing the construction loans authorized by Tribal Council Resolution Nos. 033-15 and 197-15 from the Tribe to Spirit Mountain Gaming, Inc. by adding the balance of the Construction Loans to the permanent loan from the Tribe to Spirit Mountain Gaming, Inc.; (2) approve amendments to the Permanent Loan recommended by the Finance Officer including, but not limited to, increasing the Permanent Loan balance by the amount necessary to payoff the Construction Loans; (3) authorize the Finance Officer to payoff the amount of the construction loans on the Tribe’s TriState Capital Bank line of credit and allocate the increased permanent loan amount within the Tribe’s investment portfolio; and (4) authorize the Finance Officer to negotiate, with the assistance of the Tribal Attorney, and execute such documents necessary to execute the loan amendment and payoff the construction loans.

a. Tobacco Ordinance Amendment  – first reading
Date: 01-16-18  Present: 8 of 9  Recommendation: 7 yes 1 no
The Legislative Action Committee recommends the Tribal Council move forward with a first reading of the proposed amendment to the Tobacco Ordinance.  The proposed amendment establishes that it is a violation to sell or distribute tobacco to anyone under the age of 21 on the Reservation.

b. Enrollment Infant Determination – resolution
Date: 01-16-18  Present: 8 of 9  Recommendation: 8 yes
The Legislative Action Committee recommends the Tribal Council adopt a resolution approving one infant numbered #6506 for Tribal membership, because, based on the investigation and recommendation of the Enrollment staff, the infant has been found to meet the eligibility requirements for enrollment as defined in the Tribal Constitution and Enrollment Ordinance.
