Request for Bids – Landscaping Maintenance
Services
Chemawa Station LLC (CSLLC)
maintains a 15 acre commercial property on the SW Quadrant of I-5 and Chemawa
Interchange in Keizer. CSLLC is seeking
proposals for Landscaping Maintenance Services at its Chemawa Station Property
in Keizer, Oregon. RFB documents may be
requested via e-mail request to slarrabee@stbcorp.net. Bids are due by 5:00 PM on December 20th,
2011 and may be submitted to Stephen Larrabee, Siletz Tribal Business
Corporation, 2120 NW 44th Street, Suite D, Lincoln City, OR 97367. Electronic copies will also be accepted if
sent via e-mail to slarrabee@stbcorp.net. Respondents are solely responsible to confirm
receipt of electronic submissions.
Please note that Respondents
may bid on one or both scopes of work, and in turn, may be awarded only one
scope of work despite bidding on both.

Have experience and expertise to successfully perform
the required services.
Background:
The property is subject to a
development plan. Per that plan, CSLLC
has constructed only the first phase infrastructure components, such as the water
main, sewer collection system, power and storm water utilities, street
lighting, sidewalks, pedestrian connection to the Salem-Keizer Pedestrian Trail
system and irrigation systems. The
balance of the infrastructure (interior road, utilities, and buildings) will be
constructed as a subsequent phase of development. This RFB is limited to landscape maintenance
services necessary at this initial development stage.
Scope of Work:
Part I – Routine Landscape Maintenance:
The street trees, sod turf
grass strips and landscaping along Ulali
Drive and Chemawa Road have been installed along with the irrigation systems
serving this initial phase of development. We are seeking proposals for
landscape services for streetscape (street trees, grass strips between the curb
& sidewalks and plantings) along Ulali and Chemawa Road. Respondents should review
the attached contract for the required scope of work and the maintenance
calendar.

Part II – Specialty Mowing:
The non-landscaped areas within the interior Ulali Drive loop and the
large area south of Ulali Road will need to be mowed with a hydro-ax, large
bush hog or similar piece of heavy equipment twice a year - once in mid-summer (May
or June) and again prior to onset of wet weather in September. We are seeking
supplemental bids for mowing of the land areas not covered by the routine
landscaping service contract, as shown on the attached drawing. Contractor shall be responsible for walking
the site prior to commencement of mowing to locate utilities and all other
improvements to avoid damage by mowing.
Contractor shall supplement use of heavy equipment mowing with use of a
weed eater to ensure complete mowing coverage.
Note much of this work is
tractor work but there is some work on slopes and along fence lines that will
require use of a weed eater.

Reservations
CSLLC expressly reserves the following rights:
To negotiate separately with
any source whatsoever in any manner necessary to serve the best interest of
CSLLC. CSLLC does not intend to award a
contract solely on the basis of any response made to this RFB or in any way to
pay for information solicited or obtained.
The information obtained will be used in determining what seems to best
serve the interest of CSLLC. CSLLC may
award a contract on the basis of quality of services offered, qualifications,
experience, accessibility, cost and Tribal preference if applicable.
To reject any or all
proposals and to waive informalities in proposals.
To consider the competency
and reputation of respondents and of their proposed subcontractors in making
the award.
To not make any award, or,
for any reason and with or without notice, to withdraw an award before a formal
contract is signed.
To make any changes or
corrections to the scope of work, required qualifications, or any other specifications.
Also, CSLLC shall not be
responsible for any costs of preparation of the proposals.
