Statement on BIA Election Registration Packet
Tribal Council authorized the calling of a BIA Constitutional Amendment Election by Tribal Council Resolution No. 128-18. The only authorized change for this BIA election is that approved by this Tribal Council Resolution which requests that the following be added to qualifications for membership under a new subsection (d):
(d) who have siblings, by the same tribal parent(s), enrolled in the tribe in accordance with the membership requirements under this Constitution prior to September 14, 1999, and who meet the membership requirements under this Constitution prior to September 14, 1999.
It has come to our attention that the BIA election registration packets include an error on the Proposed Amendment document showing side-by-side comparison of current and proposed language related to a possible change in the definition of Grand Ronde Blood. This was an error. The Tribal Council authorized change for this BIA election does NOT amend the definition of Grand Ronde Blood. The Official BIA Election Ballot packets will contain the correct amendment language to be voted on.

Members of the Confederated Tribes of the Grand Ronde Community of Oregon are hereby advised that a Secretarial Election has been authorized and the date of the Secretarial Election will be MONDAY, FEBRUARY 25, 2019. The purpose of the Secretarial Election is to vote on proposed changes to the Grand Ronde Constitution:
Proposed Amendment will change the membership requirements by adding a requirement to allow enrollment of applicants who have enrolled brothers or sisters by the same Tribal parent(s) who were enrolled under this Constitution before September 14, 1999, and who meet the pre-1999 constitutional enrollment requirements and meet the 5-year relinquishment requirement (if enrolled in another tribe).
If the proposed amendment passes, the requirements for enrollment will change, and any applicant for tribal enrollment voted on by either the Enrollment Committee or Tribal Council, after the approval date of the amendment, will qualify for enrollment only if the applicant meets the amended requirements for enrollment at the time they are voted on by the Enrollment Committee or Tribal Council, whichever happens later.
THE GRAND RONDE CONSTITUTION, ARTICLE VIII, ADOPTION OF THE CONSTITUTION: Each amendment to the Grand Ronde Constitution shall be considered adopted by the affirmative vote (YES-for the amendment) of two-thirds (2/3rds) of those actually voting on the amendment, so long as at least thirty percent (30%) of those qualified to vote have voted. The amended Grand Ronde Constitution shall become effective when approved by the Secretary.
The Secretarial Election will be held pursuant to federal regulations in 25 Code of Federal Regulations (25 CFR Part 81). The Secretarial Election will be conducted in accordance with federal regulations and not the Confederated Tribes of Grand Ronde Community of Oregon election process.
THIS SECRETARIAL ELECTION IS BEING HELD ENTIRELY BY MAILOUT BALLOT. REGISTERED VOTERS WILL ONLY BE ALLOWED TO VOTE BY U.S. MAIL. THERE WILL BE NO POLLING SITES, NO HAND DELIVERY OF REGISTRATION FORMS.
You MUST register in order to receive a ballot. The Secretarial Election Notice Packet with the Voter Registration Form will be mailed on December 31, 2018. Any eligible adult Tribal Member, who does not receive a Voter Registration Form, should request one from the Secretarial Election Board Chair, Ms. Floy (Lori) Anderson, at (541) 553-2437.
VOTER REGISTRATION FORM DEADLINE: The Voter Registration form must be received at the designated P.O. Box noted on the return envelope in the Secretarial Election Notice Packet by 12:00 NOON ON JANUARY 25, 2019.
IF YOUR VOTER REGISTRATION FORM IS NOT RECEIVED BY THE DEADLINE, YOUR NAME WILL NOT BE PLACED ON THE REGISTERED VOTERS LIST, AND YOU WILL NOT RECEIVE A BALLOT.
DEADLINE FOR FILING CHALLENGES TO THE REGISTERED VOTERS LIST: The deadline for filing challenges to the Registered Voters List is 4:30 p.m., Thursday, January 31, 2019.
