• The Tribal Council meetings are intended to be safe venues in which Tribal members, community members and guests can share their ideas, thoughts, and concerns. Please  be courteous and respectful to all speakers.
• Official recordings of Council meetings (indicating whether or not they have been edited) will be available to Tribal members from the Council's Executive Coordinator  for $5 each.  Except for official recordings made by the Tribe, no audio or video recording of Council meetings will be permitted.

1. Items of Consent from the Legislative Action Committee
a. CSC Settlement - resolution
Date:  10-28-14 Present: 7 of 9 Recommendation: 7 yes
The Committee recommends the Tribal Council adopt a resolution: 1) authorizing the Tribe to   proceed with the settlement agreement and associated pleading for dismissal of the Tribe's FY 1996  through FY 2011 contract support cost claims against IHS; and 2) authorizing the Chairman to take   all actions necessary to conclude and implement the settlement.

b. Declaration of Per Capita Period & Distribution Date December 2014 - resolution
Date:  11-04-14 Present: 9 of 9 Recommendation: 9 yes
The Committee recommends the Tribal Council adopt a resolution: (1) declaring a Per Capita Period   of September 1, 2014 through November 30, 2014; (2) declaring December 12, 2014 as the Payment   Date for purposes of the per capita distribution for the Per Capita Period; (3) directing the   Tribe's Finance Officer to make the per capita payment for the Per Capita Period on or before the   Payment Date.

c. Proposed Constitutional Amendment:  Term Limits - resolution

The Committee recommends the Tribal Council adopt a resolution:  (1) requesting that the Secretary  of the Interior authorize the calling of an election to amend the Tribe's Constitution and (2)   instructing the Tribal Attorney to submit a resolution and this proposed amendment to the Tribe's   Constitution to the Secretary of the Interior for the calling of an election in accordance with   his rules and regulations and the Constitution.

2. Legislative Action Committee a. Proposed Constitutional Amendment: Removal of BIA Oversight and Approval - resolution

The Committee recommends the Tribal Council adopt a resolution:  (1) requesting that the Secretary  of the Interior authorize the calling of an election to amend the Tribe's Constitution and (2)   instructing the Tribal Attorney to submit a resolution and this proposed amendment to the Tribe's   Constitution to the Secretary of the Interior for the calling of an election in accordance with   his rules and regulations and the Constitution.

b. Enrollment Infant Determinations - resolution Date:  11-04-14 Present: 9 of 9 Recommendation: 9 yes
The Committee recommends the Tribal Council adopt a resolution three (3) infants numbered #6277   through #6279 for Tribal membership, because, based on the investigation and recommendation of the  Enrollment staff, the infants have been found to meet the eligibility requirements for enrollment   as defined in the Tribal Constitution and Enrollment Ordinance.
