• The Tribal Council meetings are intended to be safe venues in which Tribal members, community  members and guests can share their ideas, thoughts, and concerns. Please be courteous and  respectful to all speakers.
• Official recordings of Council meetings (indicating whether or not they have been edited) will be  made available to Grand Ronde Tribal members upon request.  Members are asked to contact Tribal  Council’s Chief of Staff to obtain meeting recording/filming at a cost of $5 each.  Except for  official recordings made by the Tribe, no photos, audio or video recording of Council meetings   will be permitted.

New Business:
1. Items of Consent from the Legislative Action Committee
a. State ODSVS and VAWA Joint Grant Application – resolution
Date:  05-12-15 Present: 8 of 9 Recommendation: 8 yes
The Committee recommends the Tribal Council adopt a resolution: 1) authorizing the Tribe’s  application to the State of Oregon for ODSVS and VAWA joint application funding for the 2015-2017  biennium and for the 2017-2019 biennium; and 2) authorizing the Tribe covering the indirect cost  on these grants from Tribal funds.

b. Declaration of Per Capita Period and Payment Date [June] – resolution

The Committee recommends the Tribal Council adopt a resolution: 1) declaring a Per Capita Period  of March 01, 2015 through May 31, 2015; 2) declaring June 12, 2015 as the Payment Date for  purposes of the per capita distribution for the Per Capita Period; and 3) directing the Tribe’s  Finance Officer to make the per capita payment for the Per Capita Period on or before the Payment  Date.

c. General Committee & Special Event Board Ordinance Amendments – first reading

The Committee recommends the Tribal Council move forward with a first reading of a proposed  amendment to the General Committee and Special Event Board Ordinance.  The proposed amendment  would allow Committees and Boards to make donations if authorized by Tribal Council in accordance  with Tribal Council policy.

d. Tribal Homeland Security Grant Application – resolution
Date: 05-19-15   Present: 6 of 9 Recommendation: 6 yes
The Committee recommends the Tribal Council adopt a resolution: 1) approving the Tribe’s  application, and the e-signature within this application, to the Department of Homeland Security  for Tribal Homeland Security Grant Program funding; and 2) authorizing the Tribal Council Chairman  or, in his absence the Vice-Chairman, to sign all paper documents required for this funding and  the Planning and Grants Manager to sign all on-line e-documents for this funding and the grants  management of this funding.

e. 401(k) Plan Amendment – resolution
Date: 05-19-15  Present: 6 of 9 Recommendation: 6 yes
The Committee recommends the Tribal Council adopt a resolution: 1) approving the Amendment of the  Restated and Amended Confederated Tribes of Grand Ronde Retirement Plan to remove the exclusion of employees with the Forestry Technician job classification from definition of “eligible employee”;  2) authorizing the Tribal Council Chairman or, in his absence the Vice-Chairman, to execute and  take such further action as may be necessary to effectuate Amendment of the Restated and Amended  Confederated Tribes of Grand Ronde Retirement Plan consistent with this Resolution.

f. 2015 Right of Way (ROW) Logging Unit - resolution

The Committee recommends the Tribal Council adopt a resolution approving the 2015 ROW Logging Unit  timber sale as presented by Natural Resources staff and detailed in the attached Tribal  Resolution.
