• The Tribal Council meetings are intended to be safe venues in which Tribal members, community members and guests can share their ideas, thoughts, and concerns. Please be courteous and respectful to all speakers.
• Official recordings of Council meetings (indicating whether or not they have been edited) will be made available to Grand Ronde Tribal members upon request.  Members are asked to contact Tribal Council’s Chief of Staff to obtain  meeting recording/filming at a cost of $5 each.  Except for official recordings made by the Tribe, no photos, audio or video recording of Council meetings will be permitted.

1. Items of Consent from the Legislative Action Committee

a. Appointment of Authorized Signer:  Tribal Bank Accounts – resolution
Date:  08-04-15 Present: 6 of 9 Recommendation: 6 yes
The Committee recommends the Tribal Council adopt a resolution: 1) authorizing Dawn Doar as a signer on the Tribe’s bank, sweep and investment accounts; and 2) removing Rick George from all lists of authorized check signers.

b. Appointment of Authorized Signer: TriState Capital Bank Line of Credit – resolution

The Committee recommends the Tribal Council adopt a resolution authorizing Dawn Doar as an authorized signer for the TriState Capital Bank line of credit.

c. Declaration of Per Capita Period and Payment Date:  September -resolution

The Committee recommends the Tribal Council adopt a resolution: 1) declaring a Per Capita Period of June 01, 2015 through August 31, 2015; 2) declaring September 11, 2015 as the Payment Date for purposes of the per capita  distribution for the Per Capita Period; and 3) directing the Tribe’s Finance Officer to make the per capita payment for the Per Capita Period on or before the Payment Date.

d. Powwow Special Event Board Appointment – resolution

The Committee recommends the Tribal Council adopt a resolution appointing Molly Leno, with term ending March 31, 2017, to the Powwow Special Event Board.

e. Mid-Willamette Valley Council of Governments 2015-2016 Membership Fee Schedules:  Council of Government and Economic Development District – motion

The Committee recommends the Tribal Council adopt a motion authorizing payment of the 2015-2016 membership fees to Mid-Willamette Valley Council of Government (COG) and Economic Development District (EDD) in the amount of  $2,312.00 (COG) and $350 (EDD).  Total:  $2,662.00.

f. Ilihi, LLC Capital Contribution – resolution
Date:  08-11-15 Present: 7 of 9 Recommendation: 7 yes
The Committee recommends the Tribal Council adopt a resolution:  1) approving a capital contribution to Ilihi, LLC in an amount not to exceed $430,000; and 2) authorizing the Finance Officer to make the capital contribution from  the Gaming Dividend Fund.


2. Legislative Action Committee

a. Personnel Management Ordinance Amendments – first reading

The Committee recommends the Tribal Council adopt a resolution move forward with a first reading of proposed amendments to the Personnel Management Ordinance.  The proposed amendments (1) modify the random drug testing  requirements under the Tribe’s drug free workplace policy to include only safety sensitive positions; and (2) make other technical corrections including updates to the list of recognized Tribal holidays and Council direct  reports. 

b. Enrollment Ordinance Amendments: Final Adoption - resolution
Date:  08-04-15, 08-10-15 and 08-11-15
Present: 6 of 9 and 2 recommendations received by E-mail
Recommendation: 5 yes 3 no
The Committee recommends the Tribal Council adopt a resolution adopting proposed amendments to the Enrollment Ordinance.  The proposed amendments include:
1. Requiring applications for enrollment include DNA results establishing the mother of the applicant.
2. Removing use of court order to establish paternity;
3. Changing references to the Enrollment Committee to Enrollment Board;
4. Providing procedures for removing names of  living individuals from the Restoration Roll who did not meet the Grand Ronde Restoration Act requirements;
5. Providing procedures and standards for finding reasonable doubt of a member’s required lineage - including a definition  of “reasonable doubt” and process for requiring DNA evidence;
6. Providing that notice of the Enrollment Board’s decision for removal from the roll shall be deemed received five (5) days after the mailing date or on the date noticed on the return receipt, whichever is earlier; and Providing that the Record filed with the Tribal Court shall be maintained under seal and no person other than authorized representatives of the parties and the Tribal Court shall be allowed to review the record except   upon an order issued by the Tribal Court after notice to the parties. 

c. Enrollment Infant Determination - resolution

The Committee recommends the Tribal Council adopt a resolution approving one infant numbered #6321 for Tribal membership, because, based on the investigation and recommendation of the Enrollment staff, the infant has been found  to meet the eligibility requirements for enrollment as defined in the Tribal Constitution and Enrollment Ordinance.
