• The Tribal Council meetings are intended to be safe venues in which Tribal members, community members and guests can share their ideas, thoughts, and concerns. Please  be courteous and respectful to all speakers.
• Official recordings of Council meetings (indicating whether or not they have been edited) will be made available to Grand Ronde Tribal members upon request.  Members  are asked to contact Tribal Council’s Chief of Staff to obtain meeting recording/filming at a cost of $5 each.  Except for official recordings made by the Tribe, no  photos, audio or video recording of Council meetings will be permitted.

a. Fish and Wildlife Ordinance Amendment Final Adoption – resolution
Date: 10-20-15  Present: 9 of 9  Recommendation: 9 yes
The Committee recommends the Tribal Council adopt a resolution for final approval of the amendments to the Fish and Wildlife Ordinance which were adopted on an   emergency basis on July 29, 2015.

b. Tribal Employment Rights Ordinance Amendment Final Adoption – resolution
Date: 10-20-15  Present: 9 of 9  Recommendation: 9 yes
The Committee recommends the Tribal Council adopt a resolution approving the proposed amendments to the Tribal Employment Rights Ordinance.

c. Spirit Mountain Gaming, Inc. Board of Directors Appointment – resolution
Date: 10-20-15  Present: 9 of 9  Recommendation: 9 yes
The Committee recommends the Tribal Council adopt a resolution appointing Matthew Kirkland to a vacant seat on the Spirit Mountain Gaming, Inc. Board of   Directors, for a term beginning when he becomes licensed by the Grand Ronde Gaming Commission and ending on June 30, 2016.

d. Spirit Mountain Community Fund Board of Trustees Re-Appointment – resolution

The Committee recommends the Tribal Council adopt a resolution appointing Ron Reibach to the Board of Trustees of the Spirit Mountain Community Fund (SMCF) with   term expiring September 30, 2017.

e. Personnel Management Ordinance Amendments Final Adoption – resolution
Date: 10-27-15  Present: 6 of 9  Recommendation: 6 yes
The Committee recommends the Tribal Council adopt a resolution approving the proposed amendments to the Personnel Management Ordinance.

f. US Fish & Wildlife Service Tribal Wildlife Grant Application – resolution
Date: 10-27-15  Present: 6 of 9  Recommendation: 6 yes
The Committee recommends the Tribal Council adopt a resolution to:  1) the preparation and submission of a Tribal Wildlife Grant application to the United   States Fish and Wildlife Service not to exceed $200,000 to improve and assess habitat at Rattlesnake Butte; and 2) the Natural Resources Department Manager,   with the assistance of the Tribal Attorney, to finalize and execute the grant application and said grant, if said grant is awarded.

a. Marriage Ordinance Reenactment with Amendments Final Adoption - resolution

The Committee recommends the Tribal Council adopt a resolution reenacting the Marriage Ordinance with amendments.

b. Spirit Mountain Community Fund Board of Trustees Re-Appointment – resolution
Date: 10-20-15  Present: 9 of 9  Recommendation: 8 yes 1 abstain
The Committee recommends the Tribal Council adopt a resolution appointing Reynold L. Leno to the Board of Trustees of the Spirit Mountain Community Fund (SMCF)   with term expiring September 30, 2017.

c. Spirit Mountain Community Fund Board of Trustees Re-Appointment – resolution
Date: 10-20-15  Present: 9 of 9  Recommendation: 7 yes 1 no 1 abstain
The Committee recommends the Tribal Council adopt a resolution appointing Reynold L. Leno to the Board of Trustees of the Spirit Mountain Community Fund (SMCF)   with term expiring September 30, 2017.

d. Enrollment Infant Determinations – resolution
Date: 10-27-15  Present: 6 of 9  Recommendation: 6 yes
The Committee recommends the Tribal Council adopt a resolution approving two (2) infants numbered #6336 through #6337 for Tribal membership, because, based on   the investigation and recommendation of the Enrollment staff, the infants have been found to meet the eligibility requirements for enrollment as defined in the   Tribal Constitution and Enrollment Ordinance.
