• The Tribal Council meetings are intended to be safe venues in which Tribal members, community  members and guests can share their ideas, thoughts, and concerns. Please be courteous and  respectful to all speakers.
• Official recordings of Council meetings (indicating whether or not they have been edited) will be  made available to Grand Ronde Tribal members upon request.  Members are asked to contact Tribal  Council’s Chief of Staff to obtain meeting recording/filming at a cost of $5 each.  Except for  official recordings made by the Tribe, no photos, audio or video recording of Council meetings  will be permitted.

1. Items of Consent from the Legislative Action Committee
 
a. BIA Invasive Species Grant Application – resolution
Date: 01-06-16  Present: 9 of 9  Recommendation: 9 yes
The Committee recommends the Tribal Council adopt a resolution:  1) authorize Tribal staff to  prepare and submit an application for funding through the Bureau of Indian Affairs (BIA)-Invasive  Species Program for 2016  grant, not to exceed $18,900, to remove and/or reduce the threat of non- native invasive plant species on the International Paper (IP) property; and 2) that the Natural  Resources Division Manager, or their  designee(s) is authorized to sign all documents related to  the grant application and to execute modifications and amendments to the grant as necessary.

b. BIA Endangered Species Program Grant Application – resolution

The Committee recommends the Tribal Council adopt a resolution authorizing Tribal staff to submit an application for the 2016 Endangered Species Program to the Bureau of Indian Affairs up to the programs allowed maximum of  $150,000.

c. Oregon Youth Conservation Corps Grant Application – resolution
Date: 01-06-16  Present: 9 of 9  Recommendation: 9 yes
The Committee recommends the Tribal Council adopt a resolution: 1) approve pursuing the grant application to the Oregon Youth Conservation Corps for the 2016 for partial funding of the NRD-OYCC summer youth crew, grant not to  exceed $12,000; and 2) that the Natural Resources Department Manager is authorized, with the assistance of the Tribal Attorney, to finalize and execute said grant. 

d. BIA Tribal Youth Initiative Program Grant Application – resolution
Date: 01-06-16  Present: 9 of 9  Recommendation: 9 yes
The Committee recommends the Tribal Council adopt a resolution: 1) approve pursuing the grant application to the BIA Tribal Youth Initiative Program for 2016 to partially fund the 2016 NRD summer youth crew, grant not to exceed  $26,612; and 2) that the Natural Resources Department Manager is authorized, with the assistance of the Tribal Attorney, to finalize and execute said grant. 

e. OPRD Recreational Trails Program Grant Application – resolution
Date: 01-06-16  Present: 9 of 9  Recommendation: 9 yes
The Committee recommends the Tribal Council adopt a resolution:  1) approve pursuing the grant application to the OPRD Recreational Trails Program for 2016 to partially fund the NRD summer youth crew, grant not to exceed  $26,612; and 2) that the Natural Resources Department Manager is authorized, with the assistance of the Tribal Attorney, to finalize and execute said grant. 


f. 2017 EPA 319 Grant Application – resolution

The Committee recommends the Tribal Council adopt a resolution to pursue a 2017 Environmental Protection Agency, Clean Water Act Section 319 grant opportunity that would 1) provide $30,000 in funding for restoration and  enhancement; 2) require match of $2,617 as in-kind staff time/wages/fringe; 3) authorize the Tribal Council Chairperson, or in his absence the Vice-Chairman, to sign the SF 424 form required for funding; and 4) authorize the  Natural Resources Manager to sign all other documents related to the grant application and agreement and execute modifications and amendments as necessary.

g. WSD Interagency Agreement – resolution

The Committee recommends the Tribal Council adopt a resolution:  a) authorizes the Education Division Manager to facilitate signature of the Interagency Agreement between the Willamina School District and the Education Division;  and b) that the Tribal Council authorizes the Tribal Council Chairman and General Manager, or their designee(s), to sign all documents related to the Interagency Agreement, and to execute modifications and amendments as  necessary.

2. Legislative Action Committee

a. Enrollment Infant Determinations – resolution
Date: 01-06-16  Present: 9 of 9  Recommendation: 9 yes
The Committee recommends the Tribal Council adopt a resolution approving two (2) infants numbered #6353 through #6354 for Tribal membership, because, based on the investigation and recommendation of the Enrollment staff, the  infants have been found to meet the eligibility requirements for enrollment as defined in the Tribal Constitution and Enrollment Ordinance.
