• The Tribal Council meetings are intended to be safe venues in which Tribal members, community members and guests can share their ideas, thoughts, and concerns. Please be courteous and respectful to all speakers.
• Official recordings of Council meetings (indicating whether or not they have been edited) will be made available to Grand Ronde Tribal members upon request.  Members are asked to contact Tribal Council’s Chief of Staff to obtain  meeting recording/filming at a cost of $5 each.  Except for official recordings made by the Tribe, no photos, audio or video recording of Council meetings will be permitted.

New Business:

1. Items of Consent from the Legislative Action Committee

a. Elders’ Retirement Program & SSI Program Ordinance Amendments – resolution
Date: 02-09-16  Present:  8 of 9 Recommendation: 8 yes
The Committee recommends the Tribal Council move forward with a first reading of the proposed amendments to the Elders’ Retirement Program and SSI Ordinance.  The proposed amendments change the payment dates from the 10th of  each month to the 1st day of each month.

b. USEPA Environmental Cleanup Grant – resolution
Date: 02-09-16  Present:  8 of 9 Recommendation: 8 yes
The Committee recommends the Tribal Council adopt a resolution: 1) approving the amendment to the Cooperative Agreement and application to the Environmental Protection Agency (EPA) for an amount not to exceed $160,000, and 2)  authorizing the Tribal Council Chairman, or in his absence the Tribal Council Vice-Chairman, to finalize and execute the amended Cooperative Agreement and application for the Tribe.

c. Declaration Per Capita Period and Payment Date:  March – resolution

The Committee recommends the Tribal Council adopt a resolution: 1) declaring a Per Capita Period of December 1, 2015 through February 29, 2016; 2) declaring March 11, 2016 as the payment date for purposes of the per capita  distribution for the per capita period; and 3) directing the Tribe’s Finance Officer to make the per capita payment for the per capita period on or before the payment date.

d. DOJ CTAS Grant Application Purpose Areas – resolution

The Committee recommends the Tribal Council adopt a resolution:  1) approving the Tribe’s application to the U.S. Department of Justice for the 2016 Coordinated Tribal Assistance Solicitation including Purpose Area 1 COPS Tribal  Resources, Purpose Area 4 Corrections / Alternatives, Purpose Area 5 Violence Against Women, and Purpose Area 9 Tribal Youth Program; and 2) approve use of a 41% Indirect Cost Rate for the application based on the submitted and  pending Indirect Cost Rate proposal of 41.03% instead of the expired 2015 rate.

e. ODOT-CTGR MOU on Newberg-Dundee Bypass Contribution – resolution

The Committee recommends the Tribal Council adopt a resolution approving the proposed MOU between the Oregon Department of Transportation and the Tribe summarizing the terms of the Tribe’s contribution to the Newberg-Dundee  Bypass construction costs.


2. Legislative Action Committee

a. Northwest Portland Area Indian Health Board Delegate/Alternate Appointment – resolution
Date: 02-16-16  Present:  8 of 9 Recommendation: 7 yes 1 abstains
The Committee recommends the Tribal Council adopt a resolution appointing Cheryle A. Kennedy as the NPAIHB delegate and the eight other Tribal Council Members as alternates to serve on the NPAIHB as required.

b. National Indian Gaming Association Dues and Delegate/Alternate Appointments – resolution
Date: 02-16-16  Present:  8 of 9 Recommendation: 7 yes 1 abstains
The Committee recommends the Tribal Council adopt a resolution appointing Tribal Councilwoman Denise Harvey as the Tribal Delegate and all remaining Tribal Council members as the Tribe’s alternate representatives to the National  Indian Gaming Association and that their appointments will remain in effect from January 2016 until January 2017 and/or until replaced by Tribal Council.
