• The Tribal Council meetings are intended to be safe venues in which Tribal members, community members and guests can share their ideas, thoughts, and concerns. Please be courteous and respectful to all speakers.
• Official recordings of Council meetings (indicating whether or not they have been edited) will be made available to Grand Ronde Tribal members upon request. Members are asked to contact Tribal Council’s Chief of Staff to obtain meeting recording/filming at a cost of $5 each. Except for official recordings made by the Tribe, no photos, audio or video recording of Council meetings will be permitted.

a. Portland Harbor Environmental Services Agreement Amendment 1– resolution

The Committee recommends the Tribal Council adopt a resolution: 1) approving Amendment 1 to the Environmental Services Agreement. and 2) authorizing the General Manager, with the assistance of the Tribal Attorney’s Office, to execute Amendment 1 for the Tribe.
b. Low Income Home Energy Assistance Program Annual Application – resolution

The Committee recommends the Tribal Council adopt a resolution: 1) authorizing the Tribe’s application to the Department of Health and Human Services for Low Income Home Energy Assistance Program funding; and 2) authorizing the Tribal Council Chairman or, in his absence, the Vice-Chairman to sign all paper documents required for this funding and authorizing the Planning and Grants Manager and the Social Services Manager to sign all on-line e-documents required for this funding including to certify to the 16 assurances outlined in the Low Income Home Energy Assistance Act of 1981, as amended, and to otherwise perform all necessary functions to properly administer the Low Income Home Energy Assistance Program.
c. 2017 Hay Harvest Season Licenses – resolution

The Committee recommends the Tribal Council adopt a resolution authorizing the Tribal Lands Department Manager to execute license agreements with area farmers for the 2017 harvest season.
d. Youth Council Appointments – resolution

The Committee recommends the Tribal Council adopt a resolution appointing Dominik Briant, Isabelle Grout, Raven Harmon, Jason Page, Payton Smith and Madalyn Volz, with terms ending March 31, 2018 or until the youth graduates high school to the Youth Council.
e. Tribal Wildlife Grant Application – resolution

The Committee recommends the Tribal Council adopt a resolution to authorize: 1) the preparation and submission of a Tribal Wildlife Grant application to the United States Fish and Wildlife Service not to exceed $200,000 to conduct restoration actions to improve oak habitat on Chankawan; and 2) the Natural Resources Department Manager, with the assistance of the Tribal Attorney, to finalize and execute the grant application and said grant, if said grant is awarded.

a. Standing Rock Sioux Tribe Support - resolution

The Committee recommends the Tribal Council adopt a resolution showing support for the Standing Rock Sioux Tribe and its efforts regarding the Dakota Access Pipeline.
b. Enrollment Infant Determinations – resolution
Date: 08-30-16 Present: 7 of 9 Recommendation: 7 yes
The Committee recommends the Tribal Council adopt a resolution approving two (2) infants numbered #6404 through #6405 for Tribal membership, because, based on the investigation and recommendation of the Enrollment staff, the infants have been found to meet the eligibility requirements for enrollment as defined in the Tribal Constitution and Enrollment Ordinance.
