• The Tribal Council meetings are intended to be safe venues in which Tribal members, community members and guests can share their ideas, thoughts, and concerns. Please be courteous and respectful to all speakers.
• Official recordings of Council meetings (indicating whether or not they have been edited) will be made available to Grand Ronde Tribal members upon request.  Members are asked to contact Tribal Council’s Chief of Staff to obtain meeting recording/filming at a cost of $5 each.  Except for official recordings made by the Tribe, no photos, audio or video recording of Council meetings will be permitted.

1. Items of Consent from the Legislative Action Committee
a. Fish & Wildlife Committee Appointment – resolution
Date: 01-03-17  Present: 6 of 9  Recommendations: 6 yes
The Committee recommends that Tribal Council adopt a resolution appointing Andrew freeman, with a term ending on March 31, 2018, to the Fish & Wildlife Committee.

b. Youth Council Appointment – resolution
Date: 01-03-17  Present: 6 of 9  Recommendations: 6 yes
The Committee recommends that Tribal Council adopt a resolution appointing Izaiah Fisher, with a term ending on March 31, 2018 or until he graduates from high school, to the Youth Council.

c. 2017 Annual Funding Agreement: Self-Governance – resolution

The Committee recommends that Tribal Council adopt a resolution approving the 2017 Annual Funding Agreement with the U.S. Department of Interior and authorizes the General Manager to execute it on behalf of the Tribe.

d. General Council Ordinance – Adoption of New Ordinance– Resolution

The committee recommends that Tribal Council adopt a resolution adopting the proposed new General Council Ordinance. The purpose of the new proposed ordinance is to set forth uniform policies and procedures to carry out the powers of the General Council and to facilitate orderly and productive meetings.

e. OSIS Contract– Resolution

The committee recommends that Tribal Council adopt a resolution approving a contract with OSIS at a cost of $149,121 annually and wave the competitive requirements for the contract based on the specialized and technical aspects of the service provided.

2. Legislative Action Committee
a. Legislative Commission on Indian Services Reappointment– Resolution

The committee recommends that Tribal Council adopt a resolution reappointing Tribal Council Vice Chair Cheryle A. Kennedy to the Legislative Commission on Indian Services as the official representative for the Confederated Tribes of Grand Ronde, for a term of two years, expiring on December 31, 2018.

b. Infant Enrollment Determinations– Resolution

The committee recommends that Tribal Council adopt a resolution approving Tribal membership for infant(s) numbered 6441 thru 6442 because based on the investigation and recommendation of the enrollment staff, the minor(s) meet the enrollment requirements under the Constitution and Enrollment Ordinance.
