• The Tribal Council meetings are intended to be safe venues in which Tribal members, community members and guests can share their ideas, thoughts, and concerns. Please be courteous and respectful to all speakers.
• Official recordings of Council meetings (indicating whether or not they have been edited) will be made available to Grand Ronde Tribal members upon request.  Members are asked to contact Tribal Council’s Chief of Staff to obtain meeting recording/filming at a cost of $5 each.  Except for official recordings made by the Tribe, no photos, audio or video recording of Council meetings will be permitted.

a. Tribal Member Review Board Volunteer Appointment – resolution
Date: 03-14-17  Present: 9 of 9  Recommendation: 9 yes
The Committee recommends the Tribal Council adopt a resolution approving Angela Sears to serve on a slate of Tribal Members from whom the Chief Judge may appoint to serve on the Tribal Member Review Board for the Tribal Court.

b. Elders’ Retirement Program & SSI Program Ordinance Amendment – resolution
Date: 03-21-17  Present: 6 of 9  Recommendation: 6 yes
The Committee recommends the Tribal Council adopt a resolution approving final adoption of the amendments to the Elders’ Retirement Program & SSI Program Ordinance adopted on an emergency basis on December 14, 2016, and declaring that since all action necessary to adopt the amendments on a permanent basis have been completed, including public comment, the adoption of the emergency amendments is final.

c. Housing Annual Performance Review – resolution
Date: 03-21-17  Present: 6 of 9  Recommendation:  6 yes
The Committee recommends the Tribal Council adopt a resolution approving the Annual Performance Review as presented by staff at the 3/20/2017 work session.  The Indian Housing Block Grant (IHBG) program requires the APR to be submitted within 90 days of the end of the program

d. Tribal Credit Card Authorization:  Youth Education Department – resolution

The Committee recommends the Tribal Council adopt a resolution authorizing the use of two Tribal credit cards by the Youth Education Department as a method of payment for off-reservation student activities with vendors that do not accept purchase orders, subject6 to the Tribe’s employee credit card policy and the issuance of two Tribal credit cards to the Youth Education Department for such purpose.

a. Molalla River School District MOA – resolution

The Committee recommends the Tribal Council adopt a resolution approving the Memorandum of Agreement (MOA) between the Molalla River School District and the Confederated Tribes of Grand Ronde.


b. National Park Service Heritage Grant: Repair of Grand Ronde Depot – resolution
Date:  03-21-17  Present:  6 of 9 Recommendation:  5 yes 1 no
The Committee recommends the Tribal Council adopt a resolution:  1) approving the Tribe’s application to the National Park Service for a $50,000 Tribal Heritage Grant for preserving the Grand Ronde Rail Depot; and 2) committing $13,105 in matching funds for this project from the Tribe’s 2018 Tribal capital budget.

c. Tribal Court Chief Judge Appointment/Contract – resolution
Date:  03-21-17  Present:  6 of 9 Recommendation:  5 yes 1 abstain
The Committee recommends the Tribal Council adopt a resolution:  1) appointing David D. Shaw as the Chief Judge of the Tribal Court for a term of two years beginning April 1, 2017 through March 31, 2019; and 2) authorizing the Tribal Council Chairman or his designee, with the assistance of the Tribal Attorney and Court Administrator, to negotiate and execute the Contract for Judicial Services..

d. Enrollment Non-Infant/ICW Determination – resolution
Date:  03-21-17  Present:  6 of 9 Recommendation:  6 yes
The Committee recommends the Tribal Council adopt a resolution approving Tribal membership for a minor numbered #6450, because based on the investigation and recommendation of the Enrollment staff, the minor meets the eligibility requirements for enrollment as defined in the Tribal Constitution and the Enrollment Ordinance and is eligible for emergency determination under Section (c)(2)(C) of the Enrollment Ordinance

e. Enrollment Non-Infant Determination – resolution
Date:  03-21-17  Present:  6 of 9 Recommendation:  6 yes
The Committee recommends the Tribal Council adopt a resolution approving the Tribal membership of individual numbered #6451, because, based on the recommendation of the Enrollment Board, the individual meets the requirements of the Tribal Constitution and Enrollment Ordinance.

f. Enrollment Membership Roll Correction Blood Quantum – resolution
Date:  03-21-17  Present:  6 of 9 Recommendation:  6 yes
The Committee recommends the Tribal Council adopt a resolution: 1) correcting the Tribal membership blood quantum of Tribal member #5421 by adding 3/32 blood quantum of a parent that was never added when the member was enrolled; 2) directing the Enrollment Staff to make the blood quantum adjustment corrections to the descendants consistent with this Resolution.
