• The Tribal Council meetings are intended to be safe venues in which Tribal members, community members and guests can share their ideas, thoughts, and concerns. Please be courteous and respectful to all speakers.
• Official recordings of Council meetings (indicating whether or not they have been edited) will be made available to Grand Ronde Tribal members upon request.  Members are asked to contact Tribal Council’s Chief of Staff to obtain meeting recording/filming at a cost of $5 each.  Except for official recordings made by the Tribe, no photos, audio or video recording of Council meetings will be permitted.

1. Items of Consent from the Legislative Action Legislative Action Committee
 a. Designation Remote Pilot in Command for Unmanned Aircraft System – Resolution
 Date: 04-11-17  Present: 7 of 9  Recommendation:  7 Yes
 The Legislative Action Committee recommends the Tribal Council adopt a resolution approving and appointing Alex Drake as Remote Pilot in Command in accordance with the Grand Ronde Tribe’s Unmanned Aircraft Systems Policy.

 b. Portland Harbor Phase 2 Funding & Participation Agreement and Addendum – Resolution
 Date: 04-11-17  Present: 7 of 9  Recommendation:  7 Yes
 The Legislative Action Committee recommends the Tribal Council adopt a resolution:  1) approving the Funding and Participation Agreements and addendums; and 2) authorizing the Tribal Council Chairman, or in his absence, the Vice-Chairwoman, to sign Funding and Participation Agreements and any and all addendums negotiated with PRPs interested in participating in Phase 2 trustee activities.

 c. US EPA Environmental Cleanup Grant – Resolution

 The Legislative Action Committee recommends the Tribal Council adopt a resolution: 1) approving the amendment to the Cooperative Agreement and application to the EPA for an amount not to exceed $255,000; and 2) authorizing the Tribal Council Chairman, or in his absence the Tribal Council Vice-Chairwoman, to finalize and execute the amended Cooperative Agreement and application for the Tribe.

 d. OPRD RTP Grant Application – Resolution
 Date: 04-11-17  Present: 7 of 9  Recommendation: 7 Yes
 The Legislative Action Committee recommends the Tribal Council adopt a resolution to:  1) approve acceptance of the Oregon Parks and Recreation Department Recreational Trails Program (OPRD RTP) grant for 2017 for partial funding of the NRD summer youth crew, grant not to exceed $33,367; and 2) that the Natural Resources Department Manager is authorized, with the assistance of the Tribal Attorney, to finalize and execute said grant.

 e. Tribal Member Review Board Volunteer Appointment  – Resolution
 Date: 04-18-17  Present: 7 of 9  Recommendation: 7 Yes
 The Legislative Action Committee recommends the Tribal Council adopt a resolution approving Monty Herron to serve on a slate of Tribal Members from whom the Chief Judge may appoint to serve on the Tribal Member Review Board for the Tribal Court.

 f. 2018 / 2019 Environmental Protection Agency Grant Application – Resolution

 The Legislative Action Committee recommends the Tribal Council adopt a resolution
 to (1) authorize Tribal staff to submit a 2018/2019 funding application for a Performance Partnership Grant (to include Clean Water Act Section 106 grant of $88,421 each year, Clean Water Act Section 319 grant of $31,577, and Indian General Assistance Program Grant of $128,000 each year) to the EPA; and (2) authorize the Tribal Council Chairperson, Natural Resources Manager, or their designee(s) to sign all documents related to the grant application and to execute modifications and amendments to the grant as necessary.

 a. Replacement Dump Truck Purchase – Resolution
 Date: 04-18-17  Present: 7 of 9  Recommendation: 6 Yes
 The Legislative Action Committee recommends the Tribal Council adopt a resolution approving the purchase of a new Kenworth Chassis, including the trade-in allowance from Pape Kenworth for the 1998 Peterbuilt, and new Lane Dump Box and to waive the requirement for formal solicitation requirement for these purchases.

      b. Rattlesnake Butte Fee-to-Trust – Resolution
 Date: 04-18-17  Present: 7 of 9  Recommendation: 6 Yes
 The Legislative Action Committee recommends the Tribal Council adopt a resolution
 to be fully responsible for any and all costs and assessments (including road maintenance costs) that may be required in, and shall continue to honor, the Doumard Association following the acquisition of Rattlesnake Butte by the Department of Interior, Bureau of Indian Affairs, in trust for the benefit of the Confederated Tribes of Grand Ronde Community of Oregon.

     c. Infant Enrollment Determination– Resolution

 The Legislative Action Committee recommends the Tribal Council adopt a resolution
 approving the Tribal membership for infant(s) numbered #6453 because based on the investigation and recommendation of the Enrollment Staff, the minor(s) meet the enrollment requirements under the Constitution and Enrollment Ordinance.
