Tribal Operations Update

August 19, 2021:

The reopening pause will remain in effect through the week of August 23rd. Limited staff will be on site while others are teleworking. This may increase response time so please be patient with us.

August 2nd, 2021:

In recent days, the Tribe has seen an uptick in COVID-19 cases. As a result, the Tribal Government is taking a two-week pause on our reopening plan. Resources and services will continue but staff at the Tribal Government will be working remotely. The COVID-19 pandemic is far from over. Practice social distancing, wash your hands, and wear a mask. Let’s work together to get past this.

July 28th, 2021

As a precautionary measure, the Tribe is reinstating its masking policy for Tribal Campus.  Effective immediately, staff will be required to wear a mask when indoors or when social distancing is not possible. 

Throughout the pandemic, the Tribe has erred on the side of caution and today's action are a reflection of that continued approach. Please stay safe. Stay healthy and remember that vaccines and testing are still available at the clinic.

CTGR CAMPUS REOPENING PLAN: Staying Safe & Healthy at Work

Tribal Leaders and staff have been discussing the best ways to reopen the government in a safe and healthy manner. We’re happy to announce that we will be begin the reopening process of the Tribal Government (and Tribal Government only) on Monday, May 18th. The process will occur in three phases and include changes to Tribal Operations that are designed to protect staff and the public. 

Phase 3 Reopening: March 5, 2021. The Tribal Government has moved to phase 3 of our reopening plan. We’re working on bringing more staff back to campus and strengthening our services to Tribal Members. We are asking that no guests come to campus and the Tribal Members continue to call ahead to schedule an appointment.

Phase 2 Reopening: We’re happy to announce that the Tribal Government is moving into Phase 2 of reopening on Monday, June 15th. More services will be available but people are asked to call in advance for an appointment.

Immediate family members may now use certain outdoor facilities as long as social distancing guidelines are followed. Outdoor facilities opening include the basketball court (housing), day use parks and the baseball field. Please limit gatherings to 25 people or less and follow the same guidance as phase one. Housing play grounds will remain closed. Please contact Facilities regarding the day use parks and the baseball field.

COVID-19 TESTING FOR CTGR STAFF

Voluntary COVID-19 Testing for Employees: In an effort to help guide appropriate control measures and identify early and isolate any COVID-19 infections in the workplace, the Confederated Tribes of Grand Ronde is conducting COVID-19 testing of Grand Ronde employees. This testing is voluntary, subject to available test kits and covered by the employee health plan.

COVID-19 Antibody Testing: The Tribe is currently implementing antibody testing at our Clinic lab. We are starting with Tribal employees in high risk areas and positions and will expand from there. Patient antibody testing will begin at the Tribal Clinic on July 20. Information on testing requirements and how patients can schedule antibody testing will be communicated at a later date and through our regular outlets (email, FB pages, CTGR COVID-19 webpage, etc.). We will start scheduling patient antibody testing appointments on July 16, 2020.

OPERATIONAL UPDATES

EMPLOYEE UPDATE

One of the Tribe’s priorities is the health and the welfare of its employees and its community. Tribal Council has approved an additional 80 hours of paid time off (PTO) for Tribal Government and Spirit Mountain Casino Employees so they can continue to support their families during the Tribe’s closures. The 80 hours will be added to each employee’s PTO banks but will not be eligible for employees to cash out at a later date. In total, the Tribe has granted 320 hours of paid time off for its employees to help them get through this unprecedented time.

EDUCATION AND EDUCATIONAL FACILITIES

The Education Department has resumed in person programming through a gradual re-opening plan.  We are concluding the pre-school school year as well as offering summer programming options in Youth Education, Youth Enrichment and Chinuk Wawa Education Programs.  The library is open by appointment only and we are not currently allowing visitors on campus.  If you have any questions, please call 503-879-2275 for more information or check our Facebook page at CTGR Education Programs.

TRIBAL GOVERNMENT: OPEN

PUBLIC TRANSPORTATION – OPERATIONAL

TRIBAL COURT - LIMITED OPERATIONS: The Tribal Court notary services and Court Facilitation (Tribal Court Forms Only) are available on a limited basis and by APPOINTMENT ONLY. If you are in need of Court forms or information, please contact the Court at court@grandronde.org or 503-879-2303. For forms or information regarding Court Programs, please contact Ramona Quenelle at courtprograms@grandronde.org or 503-879-4623.

ELDER ACTIVITY CENTER - LIMITED CLOSURE: The Elder Activity Center is modifying its operations as follows:

  • The EAC is closed.
  • The EAC is providing meals by prepping and delivering 4 meals to its current home delivery houses.
  • The EAC will have a drive through option on every Tuesday. This will allow people who normally come into the building to pick up 4 meals that they can put in the fridge for later.

GRAND RONDE TRIBAL POLICE: Grand Ronde Tribal Police is not accepting any prescription medications at the Police Department and have closed the front door as a way to restrict access inside. They have posted a sign stating that anyone wishing to speak to the on-duty Officer should call the non-emergency number at 541-921-2927.

CHACHALU - CLOSED: Chachalu Museum and Culture Center will be closed to visitors during the limited Tribal Government shutdown beginning March 16th. All tours, classes and use of the conference room at Chachalu are suspended during this shutdown. For the latest updates on Chachalu Tribal Museum and Cultural Center please call our main receptionist at 503-879-2226.

CLOTHES CLOSET - CLOSED: The Grand Ronde Community Clothes Closet will not be accepting donations during its closure until April 3, 2020. Emergency clothing and some diapers are available, but through appointment only. Call Lori Walker-Hernandez at 559-847-7565 with questions.

TRIBAL COUNCIL MEETINGS

Wednesday Tribal Council Meetings will be held at 10:00am until further notice.  Tribal Council is trying to limit the number of Tribal Members congregating in a single area and are asking everyone to stay safe by joining the Tribal Council meeting through the Live Stream.

NATURAL RESOURCES DEPARTMENT

For the safety of our employees, entrance to the Natural Resources Department (NRD) is limited to employees of Natural Resources. For CTGR employees, Tribal Members, and members of the public wishing to obtain service from NRD, we have developed the following ways to serve you:

  • Drop Box: The drop box is located on the outside of our building, to the right of our entry door. Please use this box to return any hunting tag receipts, if you have not already done so using any of the three options above.

The NRD will continue to issue permits electronically. The NRD issues permits to Grand Ronde Tribal Members for firewood, greenery and NW Forestry passes.Please call 503-879-2424 or email us to inquire about receiving a permit. Please be prepared to provide the usual and customary information along with a preferred email address. The permit will need to be accessible during the gathering. 

BIG BUCK CAMPGROUND - Is now open, we are issuing camping permits. Please contact us so we can mail it to you. Be prepared to provide your contact information along with a driver's license number, make/model and plate number for the vehicle.

HUNTING & FISHING LICENSING - The Natural Resources Department issues Hunting and Fishing Licenses to enrolled Grand Ronde Tribal Members. We are unable to issue Hunting and Fishing Licenses for descendants.

Replacement licenses may be obtained by contacting our office using one of the methods described above. To request a replacement license, Tribal Members will be required to submit (by fax or email) the roll number and a picture of the Grand Ronde issued ID (enrollment card or equivalent). If the Tribal Member does not have a Grand Ronde enrollment card or equivalent, please contact Enrollment at 503-879-2116 and request a CIB. Once the information is received, the NRD staff will mail a reprint of the license with the picture on file. 

New licenses are not being issued at this time.
