Wood Village Property
Wood Village Property - 26.66-acre property located in Wood Village, Oregon.
In 2015, the Tribe acquired the property formerly the site of the Multnomah Kennel Club for redevelopment. After selling 4.69-acres of wetlands to the City of Wood Village for a public park/open space, the property includes 26.66-acres of land with a net developable area is estimated to be 25.10-acres.
Prior to the purchase, the old dog race track structures in poor condition were unsalvageable and a public safety concern. The Tribe cleaned up the property and worked to expand the zoning as part of preparing for future development. The TC (Town Center) “mixed-use zone is specifically designed to encourage convenient living, working and shopping through a well-designed mixture of commercial, residential and employment uses. It is the policy of Wood Village that housing be built as part of the mix of uses within the Town Center and that open spaces and frequent pedestrian connections will be provided. The development standards provide flexibility while ensuring compatibility of adjacent uses. The zone encourages more dense housing within walking distance of commercial areas.”
Some revenue has been generated from the 2020 sale of wetland area to the city, billboard leasing, and license/permitting for temporary uses.
In 2025, the Tribe obtained an updated licensed appraisal and Highest and Best Use Study (HBU). The appraisal identified a substantial increase in value of the property, which is good news for the Tribe. The HBU included market and site analyses with a conclusion that the property is suitable for a variety of mixed-use developments in high demand.
The Economic Development Program (EcDev) is working with an interdepartmental team and Tribal Council towards a master site plan in 2026 while researching potential ground leasing and other profitable uses.
