Arrow-wood Drive Home Ownership Development

Phase 1

 
The Grand Ronde Tribe is bringing home ownership opportunities to the Grand Ronde Community and we are excited to announce that the Tribe has completed construction of the first phase of the Homeownership Development Complex on Arrow-wood Drive. The Complex consists of 20 single family homes built on individual residential lots for enrolled Grand Ronde Tribal Members to purchase. The homes are all 3 or 4 bedroom/2 bath single family residences – not of modular or prefabricated construction, varying in size and design, and the lots are leased to the Tribal Members for a period of 75 years. The Homeownership Development is located off McPherson Rd. just past the Grand Meadow community.
 
Nearly all of the homes in this first phase have been purchased and are either occupied by Tribal Member families, or are at various stages of the buying process and will be occupied soon.
 
At this time, there is no definitive answer as to whether or not the Tribe is planning to build a second phase; or the type of lot/home selection/home construction/financing options that will be available has yet to be determined. If the Tribe does move forward with Phase 2, the infrastructure will need to be constructed first to serve potentially 32 more homes to be built. Keep checking back for updates here or in the Smoke Signalz for an announcement.

Grand Meadows

Tribal members having a desire to relocate to their homeland can move to Grand Meadows, a 36-lot manufactured home subdivision located in the community of Grand Ronde. The project, developed by the Tribe, provided an opportunity for Tribal members to return to their homeland. The Tribe developed the subdivision and Tribal members purchased their own homes and given a 50-year land lease. This development is designed to be more affordable than conventional housing, yet is not specifically targeted to low income households.

The Grand Ronde Tribal Housing Authority, established in March of 1996, leases the land from the Tribe, and is responsible for the ongoing administration and maintenance of the common areas, the collection of lease fees, and the billing of utilities.

Lot sizes range upwards of 5,500 square feet. Water, sewer, and garbage are included in a monthly lease payment of $200.00 to the Housing Authority, which also covers the cost of maintaining the common areas. Conditions, Rules & Regulations have been developed and adopted, and were updated in January of 2006. Homebuyers are responsible for the cost of their own site improvements, which can be financed through their mortgage.

The Housing Authority and the homebuyer's are participating in HUD's Section 184 Loan Guarantee program, which is designed specifically for trust land. Land held in trust for a Tribe cannot be mortgaged because lenders cannot encumber title to the property in the event of default. With the Section 184 program, a lender can make a loan, and in the case of default, HUD guarantees payment to the lender.
